Biography
Professor Frank Yam founded the Focus Strategic Group (a consulting firm providing Business and Technology advisory services, with special focus on Cybersecurity and IT auditing) in 1997. He is currently its Chairman & CEO. Professor Yam started his professional career in international auditing and information security in 1984, and has held management positions at many leading international institutions including KPMG, Livingston International Logistics, Prudential Insurance, AXA Insurance, Guardian Insurance, and Standard Chartered Bank.
Professor Yam has been very active in professional and community services and served in leadership role of numerous local and international professional bodies. Most notably, he served six terms as the Director and International Vice President of ISACA International with over 170,000 members around the world (Net Assets over $1 Billion). He was also Founder of the ACFE Hong Kong Chapter (with about 1000 members), and President of ISACA China HK Chapter (with about 4000 members). Professor Yam currently serves as Governor of the Institute of Internal Auditors Hong Kong (with about 1000 members), Certification Board Member of the Hong Kong Institute for IT Professional Certification, Advisor of the Hong Kong Breast Cancer Foundation, and Innovation Committee Member of the Canadian Chamber of Commerce in Hong Kong.
Professor Yam is a very popular speaker of a wide variety of topics at seminars and conferences for professional organisations and government agencies, including many Central Banks, the INTERPOL and the Asian Development Bank. In recent years, he has been focusing on promoting the awareness and best practices of Innovation based on Design-Thinking, Corporate and IT Governance, Audit and Risk Management, Technology Crimes, Emerging Technologies, and Cyber-security in the Asia Pacific Region.
Professor Yam is the recipient of numerous awards for his contribution to the profession, including the prestigious Eugene Frank Founders Award (ISACA’s highest global honour), Hall of Fame (Life-time Achievement Award), Outstanding Chapter Leader, and International Best Speaker Award by ISACA International. He has also received the top alumni honour, Alumni Achievement Medal, of the University of Waterloo’s Faculty of Mathematics. He was elected as Fellow of several leading
professional associations, including the Hong Kong Institute of Directors, the Hong Kong Computer Society, The Institute of Public Accountants, the Institute of Financial Accountants, and the Hong Kong IT Joint Council. In addition to the Bachelor of Mathematics Honours Degree from the University of Waterloo, he also has an Executive Master Degree in Innovation Leadership (with Distinction) from the Hong Kong Polytechnic University, and received the Outstanding Student Award. Having a passion for coaching the next generation in the Entrepreneurship ecosystem, Professor Yam enjoys mentoring and coaching start-ups, focusing on Design Innovations. He has been an Adjunct Professor at several universities and currently serves as part-time lecturer at the Hong Kong Polytechnic University and mentor at the HKSTP.

Penny is an accomplished and well-rounded professional in security risk management and financial crime risk management. She has over 40 years of experience in public sector law enforcement and private sector corporate governance and management in these fields.
Penny has been a pioneer in promoting professional development of the security services in Hong Kong since the 1990’s:
Penny received her security training in the Home Office in UK, the Edith Cowan University in Australia, and the University of Louisville in the US. She also holds a Diploma in Adult Education and Training by the HKUSPACE.
Penny is a Fellow Member of IPSA HK, Diplomate of the International Institute of Security, Certified Business Continuity Professional of the Disaster Recovery Institute, and Certified Fraud Examiner of the Association of Certified Fraud Examiners.
- Penny served in the Hong Kong Police in 1976-1993, primarily in criminal investigation with special focus on commercial crime investigation and crime prevention. She left as a Detective Senior Inspector.
- Penny served in two international banks in Asia. She served in the Standard Chartered Bank in 1993-2000 and left as its Area Head – Security & Operations Risk Management for Hong Kong, China, and Northeast Asia. She also served in the Bank of America and later Bank of America Merrill Lynch in 2006-2011 as its Regional Director of Security and Regional Director of Investigations in Asia.
- Penny has been a security risk consultant since 2000. She was the Associate Managing Director of Kroll Associates (Asia) Ltd. in 2000-2003 and has been the Principal Consultant of “K2 Consulting Co. Ltd. (K2)” since 2011.
- Penny founded K2 in 2003, which initially focused on offering security management training and later expanded to security consulting services. K2 had been the training partner of the “International Professional Security Association – Hong Kong (IPSA HK)” until the establishment of the Hong Kong Institute of Security in 2022.
Penny has been a pioneer in promoting professional development of the security services in Hong Kong since the 1990’s:
- Penny was the Chairperson of IPSA HK in 1993-2003 and 2009-2011 and led in re-defining the criteria for membership advancement to include professional qualifications and practical working experiences.
- Penny was an appointed member of the Security Services Training Board of the Vocational Training Council (“VTC”) in 1998-2006 and led in the first manpower survey of the security industry in Hong Kong, among others.
- Penny was a Board Director of the Association of Certified Fraud Examiners - Hong Kong Chapter and served as its President in 2009-2011 and Director of Training in 2007-2009. She was instrumental in developing and launching the Investigations Training programme of the Hong Kong Chapter.
- In 2013-2018, Penny was appointed by the Education Bureau as a member of the Industry Technical Advisory Committee of the Qualifications Framework for Security Services. She led in the establishment of the Specification of Competency Standards (“SCS”). On assignment by the VTC, she authored several SCS-based training packages as essential learning and assessment guidelines for security training. She has also been appointed as the Assessor and Question Writer of the Recognition of Prior Learning Programme under the QF for Security Services since 2021.

於2022年11月18日, Mr. Johnny HO, 「保安業商會」會長及「香港保安學會」行政總裁, 出席亞洲安防會議(https://www.build4asia.com/events/asiansecuritex-conference/) 並成為其中一名講者。 他談及香港保安業在制訂保安業資歷架構方面的工作，並講解保安從業人員可如何透過「過往資歷認可機制」，無須重新接受培訓，根據他們在工作場所獲得的經驗和能力而取得資歷架構認可資格。
On 18 November 2022, Mr. Johnny HO, Chairman of the Chamber of Security Industry and CEO of HKIOS, was one of the speakers at the Asian Securitex Conference (https://www.build4asia.com/events/asiansecuritex-conference/). He talked about the work of the Hong Kong security industry in developing the Qualifications Framework for Security Services and explained the process for security practitioners to obtain QF-recognized qualifications based on their experiences and competencies acquired in the workplace under the Recognition of Prior Learning mechanism without undergoing training.

過去一年，香港保安業發生了兩宗與職安健相關的死亡事故，包括:

操作閘門及巡邏都是保安日常工作，前線保安人員對工作地點的職安健意識固然重要，同樣重要的是保安管理人員對自身的職安健責任的認識，包括做好風險評估，採取足夠的安全措施及為前線人員提供適當的指示及培訓等。

In the blink of an eye, it is the end of 2022. Let me take this chance to look back on the past and look forward to the future.
In the past year, two tragic events occurred in the security industry, both of which involved OSH-related fatalities. They include:
(1) In August, a security guard was pressed to death by a toppled leaf of a gate when she was closing the power-driven metal horizontal sliding gate manually at the entrance of a health center. For details, please refer to the Work Safety Alert issued by the Labor Department to proprietors/employers (https://www.labour.gov.hk/.../WSA_Pressed_by_a_Toppled...)
(2) In October, a security guard plunged to death from the flat roof on 5/F of a residential building onto the ground floor while conducting security patrol. Operating gates and conducting security patrols are day-to-day security tasks. While it is important for security personnel in the frontline to be aware of safety and health at work, it is equally important for security personnel at the management level to be aware of their occupational safety and health responsibilities, which include conducting risk assessment, putting in place safety measures, and providing adequate instruction and training to frontline security personnel.

early September.

The Legislative Council passed the Occupational Safety and Occupational Health Legislation (Miscellaneous Amendments) Bill 2022 (“Bill”) on 19 April 2023 to overall increase the maximum penalties for occupational safety and health (“OSH”) offences in order to enhance their deterrent effect. According to the conviction records in the previous two years published by the Labour Department (https://www.labour.gov.hk/common/osh/pdf/Conviction_record_en.pdf), in April 2023, Thorn Security (Hong Kong) Limited was convicted of an offence of “Failing to ensure workman wearing suitable safety helmet” and fined $6,000.
According to various media reports, the Labour Department has completed its investigation in March this year into the incident at a Maternal and Child Health Centre in Yau Ma Tei on August 15 last year, in which a female security guard was pressed by a toppled leaf of the gate and died. Wise Security Limited, the employer of the female security guard, was summonsed for an offence of “Failing to ensure the safety and health of employees” while four other occupiers were also summonsed. The case is still under trial. (Case reference: KTS 3046-3050/2023).

而根據各媒體的新聞報導，去年8月15日油麻地母嬰健康院發生鐵閘倒塌事故意外導致一名43歲女保安被壓中身亡事故，勞工處已於今年三月份完成調查，並票控其僱主威智護衛有限公司「沒有確保僱員的安全及健康」，還有其他四個相關的處所佔用人亦被票控，案件尚在審理中（案件編號：KTS 3046- 3050/ 2023）。
